The government should ensure the stable development of real estate market, the excessive fluctuation on property market is actually a gambling with housing, said Tangkai, the director of urban and rural design department with construction ministry. 　　

"I think the housing price is determined by market, not designing, and the real estate market should not grows into a gambling playground." Tankai  said.
