CHINA is encouraging capital-starved insurers to raise funds through selling stakes to strategic investors, the China Securities Journal reported, citing the nation's industry regulator. 　

They are also being advised to merge or issue bonds to boost capital, the newspaper quoted Wu Dingfu, chairman of the China Insurance Regulatory Commission, as saying.
