NDRC displeased with Guiyang's proposals to implement registration plate lottery - ResearchInChina

Gasgoo.com (Shanghai July 20) - The National Development and Reform Commission has voiced its displeasure with the recent decision made by the authorities of Guiyang, Guizhou to introduce a registration plate lottery, the Economic Observer News reported today.

The National Development and Reform Commission (NDRC) said that the city's policies would go against the country's Plan on Adjusting and Revitalizing the Auto Industry. The plan was originally formulated by the State Council in 2009 to combat the global financial crisis.

Due to the differences among various second-tier and third-tier cities, Guiyang's plans to implement vehicle purchase restriction policies will probably not be imitated by similar cities.

Jia Xinguang, head analyst for China National Automotive Industry International Corporation, commented that Guiyang has not followed the two steps the capital Beijing has taken before introducing its registration plate lottery: extra infrastructure construction and increased public transit management. Meanwhile, a senior figure from the China Association of Automobile Manufacturers warned that there were many negative aftereffects from introducing a vehicle purchase restriction policy, including a rise in used vehicles and increasing financial burdens for common citizens.
