China Mobile Communications, China United Telecommunications, China Telecom and China Network Communications, the top four operators of communications and networking services in China, have reserved total capital expenditure (Capex) budgets of 245.644 billion yuan (US$31.78 billion) for 2007.

The 2007 aggregate Capex is an increase of 18.7% over 2006, much higher than the 3.1% growth from 2005 to 2006. This is because the four enterprises have made relatively high investments in TD-SCDMA (time division-synchronous CDMA) infrastructure.
